"It is regrettable that successive governments refused to heed the call for the establishment of state police. In several editorials spanning two decades, this medium harped on the need for police decentralisation, not just to contain the burgeoning insecurity but as a key feature of federalism...
"Of course, it goes
without saying that law enforcement officers will be exceptionally effective in
combating crime when they work among their own people and in their own terrain
or local environment....
"How could one
Inspector-How could one Inspector-General of Police from Abuja, even if he were
super human, determine the security architecture for every village and hamlet
in a vast territory with over 250 ethnic nationalities, having disparate
backgrounds, languages and cultures?
"The clamour for state
police attained deafening decibels in recent years. It equally generated
considerable controversy. Despite the worsening insecurity, every Nigerian
President opposed it for largely indecipherable reasons, if not entirely the
desire to retain the monopoly of an instrument of force at the federal
level....
"Now the chickens have
come home to roost. Insecurity, exacerbated by the actions and inactions of the
Buhari administration, has attained monstrous proportions now about to
asphyxiate the entire country....
"We recall that at least
three state governors during the last administration, frustrated by the lack of
capacity of the Nigerian state to secure lives and property, called on their
citizens to defend themselves against the callous, marauding insurgents,
gun-toting herdsmen, kidnappers, terrorists and bandits – a euphemism for a
call to arms".
My comment:
The National Assembly is
reported to be deliberating on the possibility of having State Police (Decentralized
security architecture) since July 2923. For how long will it take the National
Legislature and the Executive arm of Government to complete action on this very
important matter?
Don't mind them, the purported
owners of Nigeria, will definitely truncate the move because it would truncate
their dream Islamization agenda. Immediately State Police comes into force,
state governments especially in the middle belt states down south will put an
instant halt to the primitive way of cattle rearing known as "Open
Grazing". It is only in a primitive, uncivilized country like Nigeria that
this primitive, indecent and disease-prone mode of animal husbandry is
observed.
It is a deliberate plan by the
military jackboots in Nigeria, which allegedly sponsored the useless , so-called "ECOWAS protocol
free movement across West African countries", which is applicable only in Nigeria because
other West African countries insist on Immigration protocols mainly Passport and
Visa for gaining entry into their country because it is integral to security of
the country.
What the National Assembly is
doing on state police is mere shenanigans. President Tinubu should be seen to
be serious about the pervasive and intractable insecurity throughout the
country when he would shun the breathing down by the "Fulani Feudal
Oligarchy" who stridently kicked against Restructuring the lopsided
Federation with decentralized security architecture as integral part, and set
up Constituent Assembly of selected representatives of ethnic nationalities to
brainstorm and fashion PEOPLE'S CONSTITUTION similar to the harmless 1960/1963
Federal Constitution which the military SUSPENDED, not abolished. That
realistic Federal Constitution ought to have been reinstated or restored
because the then Regional Governments were progressing with the principles of
federal system of government embedded in the Republican Constitution.
