Local Government Autonomy Headache: Simple Solution

Black man has an unfathomable load of problems more especially in areas of Governance. I don't have apology to have written in my Book on Federalism and Restructuring the lopsided Federation that "God never intended black man to rule over himself, his fortunes would have been far more better for the White man to rule him forever.

This issue of the so-called "Local government council autonomy" ought not have been an issue. Why?

In the First Republic backed with the Independent Constitution which was later renamed Republican Constitution and SUSPENDED by the military takeover of government. Mark the word "suspended"; it was not abrogated, rather it was intended to be brought back when the military autocrats would relinquish power to the elected political party that would win the presidential election.

But what did the military gave us? It assembled bootlickers in the name of making a new Constitution which would ostensibly UNITE all the ethnic nationalities because the realistic principles of federal system of government in the Republican Constitution failed to UNITE Nigerians. What a silly and idiotic faux pas?

Remember that in the First Republic with the operation of the principles of federal system of government with TWO TIERS OF GOVERNMENT viz: Federal Government,  and Regional Governments; and the issue of LOCAL ADMINISTRATION (Divisional Administration Department, DAD was under the arrangements,  control and financing by the respective Regional Governments. In other words, the Federal Government HAD no business on how the then Regional Governments were running their local Administration (now baptized "Local government council by the military autocrats which mandated the "Dasuki Local Government Reform Commission, 1976" to supposedly “reform local Administration " which the State Governments NEVER NEEDED NOR were the ethnic nationalities consulted because it was a CONSTITUTIONAL MATTER under Constitutional Democracy.

Being covertly prodded by the supposed “Northern Political Emirate Establishment and Fulani Feudal Oligarchy ", the Report of the Dasuki Local Government Reform Commission was adopted by the Supreme Military Council. To further the dirty game, local government councils were included in the monthly Statutory Revenue Sharing Formula.

 To complete the sinister jigsaw puzzle, the Cabal allegedly instigated the military autocrats to create surplus local government councils in the North so that humongous monthly Statutory allocation would be channelled to the North; of course at the expense and detriment of the people of the South. But who are you to complain or put up fight against the gun wielding Army regime?

Instead of lifting the SUSPENDED REPUBLICAN CONSTITUTION, the military jackboots crafted a quasi-Federal Constitution (political scientists called it " Federal-Unitary contraption" because essentially, that so called 1999 Constitution is a UNITARY CONSTITUTION that bears no relationship with a Federal Constitution which is made by the representatives of ethnic nationalities in a Constituent Assembly and later subjected to a REFERENDUM.

Common sense dictates that there is no need disturbing the Governors on how they run the so-called Local government councils because the 1999 Constitution was NOT a FEDERAL CONSTITUTION which the world over has TWO TIERS OF GOVERNMENT viz: Federal Government, and State governments. In the First Republic, it was Federal Government, and Regional Governments with two levels of monthly Statutory Revenue Sharing even as what really obtained was RESOURCE CONTROL whereby the Regional Governments explored and exploited the natural and mineral resources within their jurisdiction and send a given percentage to the Federal Government to run general services.

The Regional Governments used the proceeds from natural and mineral resources to create wealth, prosperity, massive employment, and reduce poverty. People were content with how their Regional Governments managed their affairs. Notably, the Regional police maintained effective and efficient security arrangements.

In contrast, the current centralized security architecture, imposed by the military under the influence of Caliphate Colonialists, has led to significant security challenges. Terrorists masquerading as herdsmen from the Sahel region of West Africa have been slaughtering indigenous populations and occupying their ancestral homelands. The survivors are left to languish in makeshift refugee settlements.

Meanwhile, the former and current Aso Rock leaderships appear indifferent to the need to expel these Islamic invaders, terrorists, and syndicated kidnappers demanding huge ransoms. The security agencies claim to be helpless in arresting herdsmen armed with AK-47 rifles, who kill people protesting the destruction of their farms by cattle.

In Conclusion, president Tinubu should allow the Governors to run the local government councils as they like because the 19999 Constitution is NOT A FEDERAL CONSTITUTION but a "Federal-Unitary contraption" which should be dumped into the scrap heap of history for a PEOPLE'S CONSTITUTION fashioned by the selected representatives of ethnic nationalities.
