Rejoinder To Magnus Onyibe Nonsense Write-Up On Budget Padding

By Polycarp Onwubiko

The harebrained suggestions by the writer are as follows:

1. Supporting the continuation of public funds guzzling CONSTITUENCY PROJECTS and to include it in the charade in barren exercise of CONSTITUTION AMENDMENTS designed to retain the Unitary-Federal contraption backed with the fraud called 1999 Constitution supposedly under Amendment ostensibly to favour the "Northern Cabal, Fulani Feudal Oligarchy and Northern Political Emirate Establishment".

The phalanx in their selfish calculations believe that they would be dictating how the country will be governed. They stridently kicked against decentralized security architecture which is an integral part of restructuring the lopsided Federation with a new Constitution that should be on the same pedestal with the 1963 Republican Constitution which contained the realistic principles of federal system of government as practiced the world over.

They don't want decentralized security architecture because the state governments especially in the middle belt states and southern part of the country will enact laws that will ban open grazing thus compelling cattle owners to establish Ranches as practiced in other countries. They want the roaming of terrorists masquerading as herdsmen from the Sahel region of West Africa who are the foot soldiers of Islamization agenda. In his delusional postulations he said that the Legislators promised their Constituents democracy dividend. What a daft:

if the Legislators promised their Constituents democracy dividend, then what did the aspiring Governorship and aspiring Chairmen of local government councils promise their state and local government area?  In other words, Legislators have dual role: law making, and execution of projects in their respective Constituencies?

2. Magnus Onyibe in his delusional three serial article also supports hybrid of Parliamentary style of government and Presidential system of government. The fact remains that there was nothing wrong with the practice of Parliamentary style of government in the First Republic. The Republic was truncated due to the naive the vaulting and vaunting ambition of the Northern Moslems to dominate the entire ETHNO-RELIGIOUS groups and impose their decadent and ultra conservative values and way of life on the rest of the ethnic nationalities. Nigeria should therefore go back to the practice of Parliamentary style of government with the 1963 Republican Constitution slightly amended to use the Six Geopolitical Zones as the new Federating Units to enable them develop at their own pace as was the case with the Regional Governments in the First Republic.

3. He naively supported the establishment of Northern Governors Forum and Southern Governors Forum; in addition to the clearly unnecessary "Northern House of Representatives Forum and Southern House of Representatives Forum". What a craze for Associations in Nigeria! Due to brazen exploitation, the Northern Cabal breathed down on the Middle Belt Governors not to form"Middle Belt Governors Forum"; in line with the respective Three Geopolitical zones Governors Forum namely: Southeast Governors Forum; South-South Governors Forum; Southwest Governors Forum. All these Forums are clearly uncalled for if the country is restructured. Each geopolitical zone will be very busy with conceptualizing ideas for socioeconomic growth and development and will have no time for jamborees which the Forums are all about.

Same goes for the Association of local government councils, ALGON, a conduit pipe for siphoning local government council’s funds by monthly deductions from the local government council’s statutory allocations. In sane and sanitized Federations, there is virtually nothing like ALGON. The purveyors of crazy Associations in Nigeria simply bribe the National Assembly to make laws to back them. Same with useless so-called "Professional Associations" which exploit members to fund the lavish style of the leadership.

4. He canvases a role for traditional rulers in the country's Constitution because according to his naive postulations, the traditional rulers are in the position to curb and fight insecurity. Haba! Is the PRIMARY ROLE OF GOVERNMENT NOT SECURITY? Can this man cite Federations where native (traditional rulers rulers most of them uneducated) responsible for security? I think it is time Editors throw away such irrational articles sent to them for publishing. To Magnus Onyibe, the clarion calls for restructuring the lopsided Federation with decentralized security architecture as integral part is outright nonsense to him? He deserves to be pitied indeed.

According to him, a Senator has planned to disburse huge amount of money in his his share of the Constituency Projects in the 2024 budget to the traditional rulers in his Constituency, which President Tinubu did not frown at, having described the members of the National Assembly as men of integrity for passing the budget, giving kudos to the injection of billions into the budget for the so-called constituency projects. Sorry for Nigeria, of course on the stoney road to GOLGOTHA.
